Blue and Green Economy Labour Market Assessment: Opportunities for Out-of-School Youth in the Philippines

USAID Opportunity 2.0 (02) Program and its consortium partner, Accenture explored employment and self-employment opportunities for out-of-school youth (OSY) in the blue and green economy (BGE) of the Philippines. The report focuses on eight key sectors: Green Construction, Sustainable Waste Management, Green Transport, Sustainable Agriculture & Forestry, Sustainable Fisheries and Aquaculture, Sustainable Tourism, Renewable Energy, and Green Manufacturing. It highlights sector-level trends, identifies gaps in education and employment systems, discusses available job roles for OSY, and examines the dynamics among key stakeholders. The findings are organized around four main areas: employment attractiveness, capacity building, ecosystem enablers, and inclusive growth parameters.

The report acknowledges that it does not extensively cover certain factors influencing the development of blue and green jobs, such as policy measures, fiscal incentives, and institutional parameters. One recommendation is for ecosystem actors to conduct a more thorough analysis of the Philippines’ policy readiness for transitioning to a low-carbon economy. This analysis should identify forward-thinking initiatives already implemented by the government, their impact on jobs, and possibilities for evolving policy measures to enable a just transition and foster inclusive and decent blue and green jobs for Filipino OSY.
