Meeting the Potential of Out-of-School Youth in the Philippines: The Experience of Opportunity 2.0

This case study, developed under USAID’s YouthPower2: Learning and Evaluation activity, highlights how Opportunity 2.0 transformed pathways for out-of-school youth (OSY) in the Philippines. The purpose of the study is to document lessons from large-scale reforms that improve education and workforce opportunities for marginalized youth.

From 2020–2025, Opportunity 2.0, funded by USAID and implemented with the Department of Education, TESDA, and local governments, has supported more than 1.8 million youth in re-engaging with education and building employability skills. The program links improved service delivery through the Alternative Learning System (ALS) with multi-sector collaboration via Youth Development Alliances (YDAs). These reforms expand academic and work-readiness pathways, strengthen institutions, and align education with labor market demands.

By bridging education, training, and employment, Opportunity 2.0 demonstrates how strategic policies and partnerships can empower youth and sustain systemic change.
